PEI Intermediate Experience Stream: TEER 4 Workers With LMIA Experience

Intermediate Experience is one of the Workforce streams in the Prince Edward Island Provincial Nominee Program (PEI PNP). It targets a specific group: people who came to Canada as temporary foreign workers with an employer-specific work permit backed by a Labour Market Impact Assessment (LMIA), and who now have a job offer in PEI at TEER 4 of the National Occupational Classification (NOC).

TEER 4 jobs usually need a high school diploma and some on-the-job training. Examples include retail salespersons (NOC 64100), home child care providers (NOC 44100), and machine operators in food and beverage processing (NOC 94140). The second digit of a NOC code shows its TEER level, so always confirm your exact code.

The stream differs from the Critical Worker stream in three ways: it covers TEER 4 only (not TEER 5), it requires the experience to be gained on an LMIA-based permit, and it can be used to recruit workers from outside PEI when the employer has approval. The PEI Workforce Application Guide (January 2026) lists these requirements. You must:

• have a full-time, non-seasonal job offer from a PEI employer, permanent or for at least two years, in a TEER 4 position
• have at least six months of full-time Canadian work experience gained while on an LMIA-based work permit, and that experience must be relevant to the job offered in PEI
• have completed at least secondary school (high school)
• be 18 to 59 years old
• have legal status in your country of residence
• have at least two years of full-time work experience or relevant education in the past five years
• submit a valid language test from an IRCC-approved organization with at least CLB/NCLC 4
• have enough money for immigration and travel costs and to settle in PEI
• show a genuine intention to live in PEI

Can workers from other provinces use this stream?

Yes, in some cases. The guide says the stream may be used for recruitment outside PEI if the PEI employer gets authorization from the Office of Immigration before it makes the job offer. With approval, PEI can issue a work permit support letter. PEI assesses these requests case by case.

Your PEI employer must meet the rules for all Workforce streams:

• at least two years of active operation in PEI under current ownership or management
• proof that it tried and failed to recruit in Canada and the job is critical
• a signed full-time, non-seasonal contract that meets provincial and federal standards and the comparable industry wage rate
• a completed PEIW-02: Workforce Job Offer Form
• registration in the federal Employer Portal and payment of the $230 employer compliance fee if you need a work permit

The Intermediate Experience column of PEI's Labour Points Grid totals 100 points:

In this column, every education level from high school up earns the full 15 education points, so language and work experience make the biggest difference. The employment factor includes points for a job offer related to your experience and for previous work experience gained through an LMIA. CLB 9 or higher earns 20 language points, while CLB 4 earns none.

The provincial application fee is $300 CAD (January 2026 guide), paid online when you submit your form. It is not refundable. You will also pay federal permanent residence fees, biometrics, and a medical exam.

PEI does not post processing times. After nomination you have six months to apply to Immigration, Refugees and Citizenship Canada (IRCC). Check processing times for the federal stage.
