Immigrate to Prince Edward Island: PEI PNP Streams and Newcomer Guide

PEI attracts newcomers who want a smaller, quieter place to live. Communities are close-knit, commutes are short, and the Island is connected to New Brunswick by the Confederation Bridge. Many newcomers first arrive as international students at the University of Prince Edward Island (UPEI) or Holland College, or as temporary foreign workers in health care, food processing, and trades, and then stay.

PEI is also one of the provinces where a provincial nomination is possible without a very high federal Express Entry score, because the province can nominate people it needs. The trade-off is that PEI's allocation is small, so competition for each nomination is real.

Canada's Immigration Levels Plan sets a national Provincial Nominee Program target of 91,500 admissions for 2026. Provincial allocations rose about 31% for 2026. PEI's estimated share is about 1,343 nominations, according to CIC News reporting in March 2026. Official allocation figures for the Atlantic provinces were reported as estimates.

PEI also endorses candidates for the Atlantic Immigration Program, which has its own federal allocation. For the PNP, the province uses draws to decide who gets invited. As of September 2026, draws have focused on workers in priority sectors.

The six worker streams share one guide, one fee ($300 CAD), and one points system. Employers must have operated in PEI for at least two years. For an overview of how all provincial programs work, see Provincial Nominee Program.

1. Check a stream's rules in the current PEI Workforce Application Guide.
2. Submit an Expression of Interest (EOI) in PEI's online system. It is scored out of 100 points.
3. Wait for a draw. PEI invites the profiles that best match its priorities. A high score alone does not guarantee an invitation.
4. Apply within 30 days of an invitation and pay the fee.
5. Get nominated, then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence within six months.

You can apply without a representative. If you use one, they must be a lawyer or a licensed consultant registered with PEI. Watch for fake job offers and paid "guaranteed" nominations; see scam protection.

The Atlantic Immigration Program (AIP) is a federal program run with the four Atlantic provinces. It is open in 2026 with about 6,500 spots nationally.

• A PEI employer must first become designated by the province. See Atlantic employer designation.
• The employer offers you a job, you get a settlement plan, and the province endorses the job offer.
• You then apply to IRCC for permanent residence, and you may get a temporary work permit to start sooner.

The AIP has no provincial application fee in the Atlantic provinces. It is often a better fit than the PNP for workers recruited from abroad.

PEI's 2026 draws have targeted health care, skilled trades, manufacturing, and other sectors with labor shortages. The Occupations in Demand list names nurse aides, truck drivers, construction helpers, light duty cleaners, material handlers, and food processing workers.

Rental housing can be hard to find, especially around Charlottetown. Try to arrange a place to live before you arrive.

When does health coverage start?

You apply for a PEI Health Card through Health PEI. Published information on when coverage begins for new permanent residents and work permit holders is not consistent across sources, so confirm your start date with Health PEI before you arrive and buy private health insurance to cover any gap.

Can I exchange my driver's license?

New residents can drive on a valid foreign license only for a limited time. PEI's Highway Safety office (through Access PEI) exchanges licenses from some countries and provinces directly; drivers from other countries usually take knowledge and road tests. Check the rules for your country early.

Where can I get settlement help?

The Immigrant and Refugee Services Association PEI (IRSA), formerly the PEI Association for Newcomers to Canada, offers free help with jobs, language classes, housing, and health cards. Many services are funded by IRCC and are free for permanent residents.

What about regulated jobs?

Nurses, doctors, engineers, teachers, and many trades need a PEI license from the relevant regulator before they can work. Having your foreign qualification verified by a PEI regulator also earns EOI points. Start early, since recognition can take months.

• Express Entry: if you have a high Comprehensive Ranking System score, you may not need a nomination.
• Post-graduation work permit: the usual next step after studying at a PEI college or university.
• LMIA work permit: how many PEI workers first arrive.
• Start-Up Visa: closed to new applicants at the end of 2025.
