What is the PEI Business Work Permit stream?
Prince Edward Island runs its business immigration through the Business Impact category of the Prince Edward Island Provincial Nominee Program (PEI PNP). The current pathway is often called the Work Permit stream. It uses a two-stage model that most provinces now use for entrepreneurs:
- The province approves your business proposal and supports a temporary work permit.
- You move to PEI, start or buy a business, and actively manage it day to day.
- Once you meet the terms agreed with the province, PEI can nominate you, and you apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
Passive investment does not qualify. You must own the business and take part in its daily management.
What are the requirements?

You must also plan to live in PEI and manage the business yourself. Expect to prove the source of your funds in detail, usually through a report by an approved net worth verifier.
Is PEI inviting entrepreneurs in 2026?
Very rarely, if at all. Reporting on PEI's own draw table shows zero Business Work Permit and entrepreneur invitations in each draw from January to August 2026, and no published minimum score for business candidates this year. PEI's 2026 draws have focused on workers in priority sectors and Express Entry candidates.
That is why we mark the stream as limited. It has not been formally closed, and PEI could resume business draws at any time. Check the province's draw results page before you spend money on a business plan or verification report.
Who is this stream a good fit for?
The stream suits people who:
- have run their own company or managed a business at a senior level for several years
- can document how they earned their money, with bank records, tax returns, and company financial statements
- want to live in a small province and are ready to spend time in PEI before committing
- have a realistic plan for a business that serves the local market, such as a service, manufacturing, food, or tourism business
It is a poor fit if you mainly want a fast route to permanent residence. The work permit stage, the business operating period, and the federal permanent residence stage together can take several years, and the province decides whether your business meets its terms. If your main goal is a job in Canada, the worker streams, such as PEI Express Entry, are usually more realistic.
What does it cost?
Business streams cost much more than worker streams. Budget for:
- the provincial application fee (check the current amount in the official guide)
- a net worth verification report from an approved firm
- a professional business plan and market research
- travel to PEI
- federal work permit and permanent residence fees
- the investment itself, which is at risk like any business investment

What are the alternatives for entrepreneurs?
If PEI is not inviting business candidates, compare these options:
- Newfoundland and Labrador: the International Entrepreneur category is accepting Expressions of Interest.
- Nova Scotia: the Entrepreneur stream is by invitation.
- New Brunswick: the Business Immigration stream replaced the old Entrepreneurial stream.
- Federal: the Start-Up Visa closed to new applicants at the end of 2025, and a replacement pilot has been promised.
