BC PNP International Graduate Stream (Closed): What to Do Instead

The International Graduate stream was part of the Skills Immigration category of the British Columbia Provincial Nominee Program (BC PNP). It was one of the main ways international students who studied in Canada became permanent residents of B.C.

In general, it was for people who:

• had completed a degree, diploma or certificate at an eligible Canadian post-secondary institution within the last few years,
• had a full-time, indeterminate job offer from a B.C. employer in a skilled occupation, and
• met B.C.'s language and wage requirements.

Its key advantage was that it did not require work experience. A new graduate with a qualifying job offer could register right away. It also had an Express Entry BC version for people in the federal Express Entry pool.

The stream is closed. According to CIC News, B.C. closed the International Graduate stream in November 2025. Its sister stream for master's and doctoral graduates, International Post-Graduate, closed in January 2025.

On April 23, 2026, B.C. announced a new structure for the BC PNP built around three objectives: Care, Build and Innovate. WelcomeBC said no new student streams would launch. CIC News reported that planned replacement streams for bachelor's, master's and doctoral graduates were cancelled. After the restructure, Skills Immigration has only two streams: Skilled Worker and Health Authority, plus a temporary health support initiative.

If you registered or applied before it closed

WelcomeBC's public updates don't set out every transition rule. Check your BC PNP online account and the WelcomeBC news page, and contact the BC PNP directly if your file was in progress. If a lot depends on your case, get advice from a lawyer or a licensed consultant (RCIC).

B.C. received a much smaller federal allocation than it asked for. CIC News reported that B.C. requested 9,000 nominations for 2026 and received 5,254 at first. (IRCC later added 1,000, for a 2026 total of 6,254.) With fewer spaces, B.C. chose to focus on health care, key trades and high economic impact candidates. Graduates are still welcome, but they now compete in the same streams as other workers.

The biggest change for graduates is work experience. The International Graduate stream let you register with a skilled job offer and no experience. The Skilled Worker stream, which is now the main B.C. route, expects at least two years of full-time skilled experience.

Your Canadian education still helps. Education is one of the human capital factors in B.C.'s registration score, and Canadian study and work count in the federal Comprehensive Ranking System. It simply no longer gives you a separate, faster B.C. stream.

If you are an international graduate who wants to stay in B.C., these are the realistic options in 2026:

In British Columbia

• Skilled Worker stream. You need a full-time, indeterminate job offer in TEER 0 to 3 and at least two years of skilled work experience. Invitations in 2026 focus on health care, education, child care, veterinary care, nine key trades and high economic impact jobs.
• Health Authority stream. For graduates hired by a B.C. public health authority.

Federal programs

• Canadian Experience Class. After at least one year of skilled work experience in Canada, you may qualify for Express Entry without any provincial nomination. Graduates often use a post-graduation work permit to build this experience.
• Category-based Express Entry draws for health care, trades, French speakers and other groups.
• The 2026 TR to PR pathway, a one-time federal route for temporary residents that excludes large urban areas.
• The Rural Community Immigration Pilot, with B.C. communities in West Kootenay, North Okanagan Shuswap and Peace Liard.

Other provinces

Some provinces still run routes for their own graduates, such as Saskatchewan's Students sub-category and Manitoba's Graduate Internship Pathway. These usually require that you studied in that province. Our Provincial Nominee Program overview compares all provinces.

1. Check your work permit end date. Plan your permanent residence route around it. If you have applied to extend your status, learn about maintained status.
2. Build skilled work experience. One year of skilled Canadian work can open the Canadian Experience Class. Two years of skilled work helps you meet the BC PNP Skilled Worker minimum.
3. Improve your language scores. Higher scores raise both your BC PNP registration score and your federal CRS score. See our language test guide.
4. Look at priority jobs and regions. B.C. expects at least 35% of nominations to go to people working outside Metro Vancouver.
