BC PNP Changes 2026: Graduate, Tech and Entry-Level Pathways Cut

With the EEBC option, candidates who are also in the federal Express Entry pool get a nomination that adds 600 points to their Comprehensive Ranking System (CRS) score. The base stream leads to a paper-based permanent residence application instead.

BC runs registration and draws through its own online system. It picks candidates by score and by priority occupation, so qualifying does not guarantee an invitation.

BC said it is focusing its limited nominations on:

• Health care, including physicians, nurses, and therapy and allied health occupations.
• Construction trades, such as electricians, plumbers, welders, and carpenters.
• Some education roles, such as French-speaking teachers.

BC also said it wants more nominees working outside Greater Vancouver. Tech workers who used to benefit from dedicated tech draws now compete in general Skilled Worker draws, if and when BC holds them.

• International graduates without a TEER 0-3 job offer no longer have a BC PNP stream. BC's graduate pathways and planned student streams are gone.
• Workers in lower-skilled jobs (TEER 4-5) no longer have a BC stream.
• Health workers remain the clearest priority.
• Entrepreneurs face a capped Entrepreneur Immigration program. Check WelcomeBC for current intake.

• If you have a TEER 0-3 job offer, register under Skilled Worker and use the EEBC option if you are in Express Entry.
• If you work in health care, check the Health Authority stream and federal healthcare category draws.
• If you are a graduate without a job offer, look at Express Entry through the Canadian Experience Class once you have a year of skilled Canadian work.
• If you live outside the big cities, check the Rural Community Immigration Pilot, which includes BC communities such as West Kootenay, North Okanagan Shuswap and Peace Liard.
