Alberta Rural Entrepreneur Stream: Requirements and Process

The Rural Entrepreneur Stream is one of four entrepreneur streams in the Alberta Advantage Immigration Program, Alberta's Provincial Nominee Program. It is designed for people from outside Canada who want to open a new business or take over an existing one in a smaller Alberta community.

The goal is to bring investment and jobs to rural Alberta. That is why you need a community on your side before you apply, and why Alberta checks that your business actually runs and meets its commitments before it nominates you.

Alberta's entrepreneur streams are small. As of mid-September 2026, AAIP reported 60 nominations for all entrepreneur streams combined in 2026, with 34 already issued and 221 applications at different stages. Alberta says it evaluates business applications as they arrive. Its total 2026 allocation is 6,603 nominations (raised from 6,403 on August 10, 2026).

Starting a new business

• You must own at least 51% of the business.
• The business must create at least one full-time job for a Canadian citizen or permanent resident. Your relatives do not count.

Buying an existing business (business succession)

• You must buy 100% of the business.

Existing economic establishment

On August 12, 2026, Alberta updated its guidance on the "existing economic establishment" program requirement for the Rural Entrepreneur, Graduate Entrepreneur, and Foreign Graduate Entrepreneur streams. The update explains how Alberta assesses this requirement and what documents it wants. Alberta said eligibility did not change. Only participating rural communities can support candidates. Alberta publishes the list of participating communities with this stream.

Before you submit a business application, you must:

1. Contact a participating community and discuss your business idea.
2. Complete an exploratory visit, either in person or by video conference.
3. Get a community support letter from that community.

Use the visit to test your plan. Talk to local business groups, check rents and labor supply, and confirm that the community actually needs the service you want to offer.

In general, Alberta's entrepreneur streams follow these stages:

1. Expression of Interest. You submit an EOI that describes your background and business idea.
2. Business application. If invited, you send a full application with your business plan and proof of funds.
3. Setting up the business. If Alberta approves the application, you come to Alberta, usually on a temporary work permit, and start or buy the business under the terms Alberta sets.
4. Nomination. Once you show that the business meets those terms, Alberta can nominate you.
5. Permanent residence. You then apply to IRCC as a provincial nominee.

• A nomination is not guaranteed, even after you invest. Plan for the business to succeed on its own.
• The AAIP can ban candidates for up to five years if it finds fraud or misrepresentation.

Budget also for travel or video meetings for the exploratory visit, business setup costs, and living costs while the business gets started. Buying 100% of an existing business can cost far more than the $100,000 minimum.

Bringing your family

Your permanent residence application can include your spouse or common-law partner and your dependent children. Children usually count as dependents if they are under 22 and not married or in a common-law relationship. Some older children who depend on you because of a physical or mental condition can also be included. Everyone in your family must pass medical and security checks, even if they are not coming with you.

• International graduates of Alberta schools can look at the Graduate Entrepreneur Stream.
• Graduates of universities outside Canada with a start-up idea can look at the Foreign Graduate Entrepreneur Stream.
• Farmers can look at the Farm Stream.
• The federal Start-Up Visa closed at the end of 2025 and the Self-Employed Persons program is paused, so provincial streams are now the main business routes. See investing in Canada.
