Alberta Graduate Entrepreneur Stream: PR for Alberta Graduates Who Run a Business

The Graduate Entrepreneur Stream is one of the entrepreneur streams of the Alberta Advantage Immigration Program, Alberta's Provincial Nominee Program. It gives international graduates of Alberta schools a way to permanent residence by running their own business instead of working for an employer.

It suits you if you studied in Alberta, you hold a Post-Graduation Work Permit (PGWP), and you already run a business or have a solid plan to start or buy one.

Space is tight. As of mid-September 2026, AAIP reported that all of its entrepreneur streams share 60 nominations in 2026. It had issued 34 and had 221 applications at different stages. Alberta says it evaluates business applications as they arrive. Alberta's total allocation for 2026 is 6,603 (raised from 6,403 on August 10, 2026).

Education

You must have completed at least two years of full-time study that led to a degree or diploma from a publicly funded Alberta post-secondary institution (under Alberta Advanced Education). Private career colleges and schools outside Alberta do not qualify for this stream.

Work permit

You need a valid PGWP issued by IRCC at the time you submit your Expression of Interest (EOI).

Language

CLB 7 in each English skill or NCLC 7 in each French skill: reading, writing, listening, and speaking. Your test must be less than two years old when you submit your EOI. See language tests.

The business

• You must start a new business or buy an existing one in Alberta.
• You must own at least 34% of it.
• It must have a physical place of business in Alberta at all times.
• Home-based businesses, passive investments, and seasonal businesses are not eligible.

This means a graduate who already runs a small business, has invested more of their own money, and has hired local staff will usually rank higher than someone with only a business idea.

On August 12, 2026, Alberta also updated its guidance on the "existing economic establishment" program requirement for this stream. Alberta said eligibility did not change, but the update explains how it assesses the business and which documents it wants.

1. Submit an EOI. Your PGWP and language test must be valid at this point.
2. Get invited. Alberta ranks EOIs using its points grid.
3. Submit your business application. Include your business plan, ownership documents, and financial records.
4. Run the business and meet the terms Alberta sets. Alberta checks that your business is active and meets the stream's requirements before it nominates you.
5. Apply for permanent residence to IRCC as a provincial nominee.

Your PGWP cannot be extended in most cases. Start early and watch your permit's expiry date. See extend your status for general rules.

• Keep clear records from day one: business registration, lease, bank statements, payroll, and tax filings.
• Hiring staff through a payroll account helps show real job creation.

If you have a steady job with an Alberta employer, the Alberta Opportunity Stream usually has far more room. The Graduate Entrepreneur Stream suits people who are already committed to running a business.

Costs to plan for

AAIP fees for this stream are listed on its how-to-apply page. You will also pay IRCC permanent residence fees, a medical exam, and police certificates. Investment is optional, but points reward it.

Bringing your family

Your permanent residence application can include your spouse or common-law partner and your dependent children. Children usually count as dependents if they are under 22 and not married or in a common-law relationship. Some older children who depend on you because of a physical or mental condition can also be included. Everyone in your family must pass medical and security checks, even if they are not coming with you.
