Alberta Rural Renewal Stream: Community Endorsement and Requirements

The Rural Renewal Stream is part of the Alberta Advantage Immigration Program, Alberta's Provincial Nominee Program. It lets smaller Alberta communities pick newcomers who can fill local jobs and settle there long term.

It works in two layers:

1. Communities apply to Alberta to become designated. Only a designated community can recruit and endorse candidates.
2. Candidates get a full-time job offer from an employer in that community, then ask the community for an endorsement. With an endorsement, you can enter Alberta's selection process.

It is a base stream, not linked to Express Entry. As of mid-September 2026, AAIP reported:

Alberta publishes the list of designated communities on its Rural Renewal Stream page. Designations can change, so check the current list before you look for work.

Alberta announced these changes on November 18, 2025. They apply from January 1, 2026:

• Endorsement limits per community. Each designated community now has a set number of endorsements it can give.
• One-year validity. An Endorsement of Candidate letter is valid for one year from the date it is issued. If you do not use it in time, you need a new one.
• TEER-based endorsement model. Endorsements are now organized by the TEER category of the job. Ask your community how this affects your occupation.
• Work permit rule for people in Canada. If you are in Canada, you must hold a valid work permit. People in Canada without valid work authorization are not eligible. People outside Canada can still apply.

Because each community has limited endorsements, getting a job offer does not guarantee you an endorsement. Talk to the community's economic development office early.

Endorsement

A valid Endorsement of Candidate letter from the designated community where you will work.

Status

You must be either a temporary worker in Canada with a valid work permit, or living outside Canada.

Job offer

A full-time job offer or contract from an Alberta employer, in an eligible occupation, at an established business operating in your designated community. Part-time, casual, and seasonal jobs, independent contracting, and home-based work are not eligible.

Work experience

At least 12 months of full-time work experience (30 hours a week or more, paid) in an eligible occupation within the last 18 months before you apply. Your experience must fit the TEER category rules on Alberta's eligibility page.

Language

Education

At least high school equal to the Canadian standard. Foreign education needs an Educational Credential Assessment.

Ineligible occupations

Some jobs cannot be used, including legislators, judges, performers, athletes, artists, child care providers, harvesting laborers, and certain personal service jobs. Check the full list on Alberta's eligibility page.

The Rural Renewal Stream uses Alberta's Worker Expression of Interest (WEOI) system:

• Submit a WEOI and pay $135 (since April 7, 2026). It is scored on a 100-point grid and is valid for one year.
• AAIP holds draws and invites candidates based on scores, priorities, and available spaces.
• If invited, accept within 15 days, then complete, submit, and pay the $1,500 application fee within 30 days.

Make sure your endorsement letter will still be valid when you apply. Letters expire one year after they are issued.

Employer fees are illegal in the AAIP. Neither the employer nor the community can charge you for a job offer or endorsement. Report anyone who asks. See our scam protection guide.

You will also pay for a language test, an ECA if you studied outside Canada, a medical exam, and police certificates. Communities may have their own endorsement process, but no one may charge you for a job offer.

If you are moving from outside Canada, also budget for travel, a first month's rent and deposit, and winter clothing. Living costs in small Alberta towns are often lower than in Calgary or Edmonton, but jobs, housing, and services can be harder to find, so ask your community what support it offers newcomers.

Canada also runs a federal Rural Community Immigration Pilot (RCIP). In Alberta, Claresholm is an RCIP community.
