SOWP (Spousal Open Work Permit)
A SOWP, or spousal open work permit, is an open work permit for the spouse or common-law partner of certain international students, foreign workers, or people being sponsored for permanent residence in Canada.
Who qualifies in 2026
Eligibility was narrowed in 2025. As of September 2026:
- Spouses of students: mainly spouses of master's and PhD students, and some professional program students.
- Spouses of workers: only if the worker is in a TEER 0 or 1 job or selected TEER 2 or 3 occupations, with other conditions such as time left on the worker's permit.
- Inland spousal sponsorship: spouses being sponsored from inside Canada can often get an open work permit while the PR case is processed.
A SOWP is an open work permit, so the fee is CAD $255 in total. Dependent children generally no longer get their own open permits. See our spousal open work permit page and spousal sponsorship.

Can the spouse of a college student get a SOWP?
Generally not since 2024, except for some specific programs. Check IRCC's current list.
Does a common-law partner qualify?
Yes. Common-law partners are treated like spouses if the relationship meets IRCC's definition.
Can I apply from outside Canada?
Yes, often together with the principal's application.
