OINP Employer Job Offer: International Student Stream (Closed)

The Employer Job Offer: International Student stream was one of three OINP job offer streams. It was built for people who had recently finished a degree or diploma at an eligible Canadian college or university and then received a full-time, permanent job offer from an Ontario employer in a skilled occupation.

It was popular because it did not require years of work experience. Your Canadian studies did much of the work. Many people applied while holding a post-graduation work permit (PGWP). Like the other job offer streams, your employer had to meet business and wage rules and apply for approval of the position.

Because the stream is closed, its old eligibility rules no longer apply to anyone applying today.

The International Student stream is closed. Ontario repealed it, along with the other legacy OINP streams, effective June 25, 2026, when it introduced the Ontario Workforce Priority stream. It does not accept new expressions of interest (EOIs) or applications, and it will not reopen under its old rules.

As of September 2026, the Ontario Workforce Priority stream is the only OINP stream taking new candidates. The full story is on our 2026 OINP overhaul page.

Ontario's updates page explains two rules for people caught in the change:

• You applied after an invitation: your application continues to be assessed against the rules that were in effect on the day you submitted it. You do not need to reapply.
• You only had an EOI (or your employer had registered a job offer) and no invitation: Ontario is withdrawing these automatically. Nothing carries over to the new stream. If you qualify for the Ontario Workforce Priority stream, you (and your employer, if you have a job offer) must start again in the new system.

If you were already nominated, the nomination is still valid for the time stated on it, and you apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence as usual. If your temporary status is running out while you wait, look at maintained status and your options to extend your status. If your situation is complex, talk to a lawyer or a licensed immigration consultant (RCIC) before acting.

The Ontario Workforce Priority stream now covers graduates who have a job offer. Its TEER 0-3 pathway has a special option for recent Ontario graduates, meaning people who finished one of these credentials at an eligible Ontario institution within the last 3 years:

• a post-secondary degree or diploma that took at least 2 years of full-time study
• an Ontario College Graduate Certificate
• a master's degree
• a PhD

If you qualify, the rules are lighter:

Graduates of institutions in other provinces do not get the recent Ontario graduate option. They can still apply, but under the standard TEER 0-3 rules. The scoring system also gives points for Canadian credentials, Ontario experience and jobs outside Toronto. Ontario lists the eligible institutions on the stream page.

• You have an Ontario job offer in TEER 0-3: ask your employer to submit a job offer in the Employer Portal, then register an EOI in the Ontario Workforce Priority stream.
• You have a year of skilled Canadian work: you may qualify for the Canadian Experience Class through Express Entry.
• Your job is in a smaller community: check the Rural Community Immigration Pilot, which includes five Northern Ontario cities.
• Your permit is expiring: read about bridging open work permits and maintained status.
• You are still choosing where to study: read our study permit guide and note that the PGWP field-of-study list is frozen for 2026.
