OINP PhD Graduate Stream (Closed): Options for Ontario PhDs
The OINP PhD Graduate stream let people who completed a PhD at an eligible Ontario university apply for a provincial nomination without a job offer. Ontario closed it in 2026. PhD graduates can still immigrate through federal Express Entry, including the researcher category, or get an Ontario nomination with a job offer through the Ontario Workforce Priority stream.

What was the PhD Graduate stream?
The PhD Graduate stream was one of the Ontario Immigrant Nominee Program's (OINP) Human Capital streams. It aimed to keep doctoral graduates of Ontario universities in the province.
Like the Master's Graduate stream, it did not require a job offer. It was also known for not requiring a language test. Applicants needed an eligible PhD from an Ontario university and had to show recent residence in Ontario. Ontario invited candidates from an expression of interest (EOI) pool, and application files began with the prefix NPHD.
Because the stream is closed, its old rules no longer apply to anyone applying today.
Is the PhD Graduate stream still open?
The PhD Graduate stream is closed. Ontario repealed it, along with the other legacy OINP streams, effective June 25, 2026, when it introduced the Ontario Workforce Priority stream. It does not accept new expressions of interest (EOIs) or applications, and it will not reopen under its old rules.

What happens to pending applications and EOIs?
Ontario's updates page explains two rules for people caught in the change:
- You applied after an invitation: your application continues to be assessed against the rules that were in effect on the day you submitted it. You do not need to reapply.
- You only had an EOI (or your employer had registered a job offer) and no invitation: Ontario is withdrawing these automatically. Nothing carries over to the new stream. If you qualify for the Ontario Workforce Priority stream, you (and your employer, if you have a job offer) must start again in the new system.
If you were already nominated, the nomination is still valid for the time stated on it, and you apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence as usual. If your temporary status is running out while you wait, look at maintained status and your options to extend your status. If your situation is complex, talk to a lawyer or a licensed immigration consultant (RCIC) before acting.
How can PhD graduates use the new Ontario stream?
The Ontario Workforce Priority stream is now the only open OINP stream. It needs a full-time, permanent job offer (except for self-employed physicians). With a job offer, a recent Ontario PhD gives you real advantages as of September 2026:

Many PhD jobs are in universities, research institutes and hospitals. Note that jobs where the employer is the Ontario Public Service are not eligible, but other public bodies not staffed by Ontario Public Service employees may qualify if they meet the employer rules.
Ontario has also proposed an Exceptional Talent stream for Phase 2. As of September 2026, no rules or launch date have been published.
What should PhD graduates do instead?
- Use Express Entry: a Canadian doctorate adds Comprehensive Ranking System (CRS) points. Check your score with the CRS calculator.
- Watch the researcher category: Express Entry added a researchers category for 2026 draws.
- Build Canadian experience: one year of skilled work opens the Canadian Experience Class.
- Get an Ontario job offer: then apply through the Ontario Workforce Priority stream.
- Protect your status: keep your PGWP or other permit valid while you wait.
Frequently asked questions
Is the OINP PhD Graduate stream closed?
Yes. Ontario repealed it in its 2026 overhaul. It no longer accepts EOIs or applications.
Can an Ontario PhD graduate get PR without a job offer?
Not through the OINP as of September 2026. Federal Express Entry is still open to PhD graduates who qualify for one of its programs, and researchers have their own category.
Do PhD graduates need a language test for the Ontario Workforce Priority stream?
Not if they completed an eligible Ontario PhD within the last 3 years and apply in the TEER 0-3 pathway. Federal Express Entry still requires a language test.
Is a postdoctoral job offer enough for the new stream?
It can be, if the position is full-time and permanent and the employer meets the OINP employer rules. Fixed-term positions do not meet the permanent job offer rule.
What happened to my PhD Graduate stream EOI?
If it had not received an invitation, Ontario is withdrawing it automatically. It does not move to the new stream.
