NLPNP International Graduate Category: PR for Graduates in Newfoundland and Labrador

The International Graduate category of the Newfoundland and Labrador Provincial Nominee Program (NLPNP) is for international students who finished a program in Canada, hold a post-graduation work permit (PGWP), and want to make NL their permanent home. It is a base category, so you do not need a federal Express Entry profile.

The province especially values its own graduates. Graduates of Memorial University and College of the North Atlantic get more flexibility on the field-of-study rule, and OIM's published priorities include graduates of NL post-secondary institutions whose skills match priority sectors.

PGWP holders cannot use the base Skilled Worker category, so this is the main NLPNP worker option for recent graduates. If you run your own business in NL, see the International Graduate Entrepreneur category.

The Office of Immigration and Multiculturalism (OIM) lists these requirements:

• a valid PGWP with at least four months of validity left when you apply
• a full-time job offer from an eligible NL employer in a TEER 0, 1, 2 or 3 occupation, or a TEER 4 occupation that is in demand
• a job that is related to your field of study, with some exceptions for graduates of Memorial University or College of the North Atlantic
• enough settlement funds
• a valid English or French language test if your job is TEER 4
• an intention to live permanently in NL

The general NLPNP rules also apply. The job must guarantee at least 30 hours a week, last at least one year with a reasonable expectation of extension, and pay a wage or salary at regional prevailing rates. You must be 21 to 59 years old, and you cannot own more than 10% of the employer's business.

I graduated outside Newfoundland and Labrador. Can I apply?

Yes, with an extra condition. If you graduated from a recognized public institution in another province, you need a job or job offer directly related to your field of study, and you must work in NL for at least one year before applying to the NLPNP.

OIM expects your job to use what you studied. For example, an accounting diploma fits an accounting technician job, and a nursing assistant program fits a personal care job. A computer science degree would not normally fit a retail sales job.

Memorial University and College of the North Atlantic graduates have some exceptions to this rule. The details are in the International Graduate Category eligibility criteria policy on gov.nl.ca. If your job does not match your studies and you are not a local graduate, the Atlantic Immigration Program or Express Entry may be better options.

Since February 19, 2025, NL selects candidates through an Expression of Interest (EOI) model:

1. You submit an EOI in the Immigration Accelerator Portal.
2. OIM reviews the pool and issues Invitations to Apply (ITAs) in batches, guided by its published priorities.
3. If invited, you have 60 days to submit a complete application. ITAs are not extended.
4. EOIs that are not selected expire after 12 months.

Priorities include health occupations, rural and regional jobs, underrepresented occupations such as science, research, business, finance and trades, Francophone candidates, and graduates with ties to NL.

You need at least four months left on your PGWP to apply, so start early. If you are nominated and your permit is expiring, OIM can issue a work permit support letter that your employer includes with a work permit extension request. If you apply to extend before your permit expires, you can usually keep working under maintained status. If your permit has already expired, you may have 90 days to apply for restoration of status, but you cannot work during that time.

If you are already out of status or have had a refusal, speak with a lawyer or licensed consultant (RCIC) before applying.

Your nomination certificate is valid for six months, with extensions available on request. You use it to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
