NLPNP Express Entry Skilled Worker: Newfoundland and Labrador's Express Entry Stream

This category is an enhanced stream of the Newfoundland and Labrador Provincial Nominee Program (NLPNP), which means it is linked to the federal Express Entry system. The province calls it an expedited pathway for highly skilled applicants.

You must first be accepted into Immigration, Refugees and Citizenship Canada's (IRCC) Express Entry pool under one of its programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program or the Canadian Experience Class. You then submit an Expression of Interest (EOI) to NL. If NL nominates you, the nomination is added to your federal profile, giving you 600 extra CRS points. Learn how scores work in CRS explained.

If your job is TEER 4 or 5, or you are not in the Express Entry pool, use the base Skilled Worker category.

According to the Office of Immigration and Multiculturalism (OIM), you must:

• be accepted into IRCC's Express Entry pool
• have a full-time job offer in a TEER 0, 1, 2 or 3 occupation from an eligible NL employer
• have a valid work permit or authorization to work in Canada
• have a Canadian post-secondary degree or diploma, or a valid Educational Credential Assessment (ECA) for foreign education
• score at least 67 points on the NLPNP Point Assessment Grid
• have enough settlement funds
• have a valid English or French language test
• provide documents for all work experience you declared in your Express Entry profile

The general NLPNP rules also apply:

• The job offer must guarantee at least 30 hours a week, last at least one year with a reasonable expectation of extension, and pay a wage or salary that meets regional prevailing rates.
• You must be 21 to 59 years old and intend to live in NL.
• If you live in Canada, your permit must have at least four months left when you apply.
• If you do not have a valid work permit for the position, your employer needs a valid Job Vacancy Assessment (JVA).
• You cannot own more than 10% of the business.

Is a part-time contract enough?

No. OIM's FAQ says that for NLPNP Express Entry you must have a full-time job offer of at least 30 hours a week. A part-time contract does not qualify even if you usually work full-time hours.

NL scores your profile on its own Point Assessment Grid, separate from your federal CRS score. You need at least 67 points. The full grid is in the province's Express Entry Skilled Worker eligibility criteria policy on gov.nl.ca, and OIM can update it. Before submitting an EOI, score yourself against the current version.

Since February 19, 2025, NL uses an EOI model for all economic immigration. You submit an EOI in the Immigration Accelerator Portal, and OIM issues Invitations to Apply (ITAs) in batches. EOIs expire after 12 months if you are not invited.

OIM's published priorities include health occupations, rural and regional jobs, occupations used less in NL (such as business and finance, science and research, and trades and transport), graduates of NL institutions, Francophone candidates, and signs you will stay long term. If you receive an ITA, you have 60 days to submit a complete application, and there are no extensions.

1. OIM issues your nomination certificate through the portal.
2. You accept the nomination in your federal Express Entry account, which adds 600 CRS points.
3. You receive a federal Invitation to Apply in a later Express Entry draw.
4. You submit your full permanent residence application to IRCC online.

The NL nomination certificate is valid for six months, and you can request an extension through the portal. If you lose your job after nomination, tell OIM immediately; you are expected to find new eligible work within about four to six weeks. See our ITA to COPR guide for the federal stage.

NL's category pages do not list a provincial application fee as of September 2026. Plan for federal permanent residence fees, an ECA if your education is from outside Canada (see our ECA guide), language tests, police certificates, and translations.
