Moving to Mexico from Venezuela: Visa Rules, Residency Routes and Citizenship

Yes. Mexico ended visa-free entry for Venezuelan citizens in January 2022. To visit, you need either:

• A Mexican visitor visa from a Mexican embassy or consulate, or
• An accepted exemption, most commonly a valid visa from the United States, Canada, the United Kingdom, Japan or a Schengen country, or permanent residence in one of those countries. Permanent residents of Chile, Colombia and Peru are also commonly accepted.

The exempting visa or residence card must be valid for your whole trip, and your passport must be valid. Other US documents, such as a work permit on its own, are generally not accepted as an exemption. If your nationality needs a visa, you generally also need one to connect through a Mexican airport. For the financial route in 2026, you need about 79,770.80 pesos a month in income for 6 months, or an average balance of about 1,344,372.60 pesos over 12 months, plus 25,808.20 pesos for each dependent. Consulates convert these to local currency or US dollars. Use the solvency calculator.

• In Venezuela: the consular section of the Embassy of Mexico in Caracas. Check its website to see which visa services and appointments are available.
• If you live legally in another country: many Venezuelans apply at the Mexican consulate in their country of residence, such as Colombia, Panama, Chile, Spain or the United States. You must show legal residence there. See Mexican consulates.

Passports and documents. You need a valid passport. If you are having trouble renewing a Venezuelan passport, ask the consulate what it can accept before you book. Venezuela is a member of the Apostille Convention; civil documents such as birth and marriage certificates must be apostilled by the Venezuelan authorities, which can take time, so start early.

After a residency visa is issued, enter Mexico within 180 days and apply at INM for your card within 30 days.

US programs that covered many Venezuelans have changed. Temporary Protected Status (TPS) for Venezuela has been terminated, and the CHNV parole program has ended. See TPS terminations and CHNV parole ended.

If you are in the US and thinking of moving to Mexico:

• Check your entry document. A valid US visa or green card is generally accepted instead of a Mexican visa. Other US documents may not be.
• Apply from the US while you are there legally. Mexican consulates in the US accept residency applications from people who live legally in their district.
• Leaving the US can affect pending US cases, such as asylum or adjustment of status. Talk to a licensed US immigration lawyer before you travel.

Mexico's Commission for Refugee Assistance (COMAR) decides refugee claims. You generally apply within a set period after entering Mexico, and COMAR gives you a document while your case is pending. Recognized refugees can obtain permanent residency. INM can also grant visitor status for humanitarian reasons in certain cases.

Asylum cases are serious and complex. Talk to a licensed Mexican immigration lawyer or a recognized legal aid organization before you apply, and be wary of anyone who charges to "guarantee" a result. See refugee status in Mexico and humanitarian options.

• You need residency with work permission to work in Mexico.
• To practice a regulated profession, such as medicine, nursing or engineering, you usually need a Mexican professional license (cédula profesional), which requires recognition of your degree by the Secretariat of Public Education (SEP).
• Employees are registered in IMSS and pay Mexican income tax.

As nationals of a Latin American country, Venezuelans can apply for Mexican naturalization after 2 years of legal residence instead of the usual 5. You take an exam on Mexican history and culture. Once you have a residence card or refugee recognition, the next steps are the same as for other newcomers:

• Get your CURP, the population registry number used for almost every procedure. See CURP.
• Register your mobile line, which is now mandatory for every phone number in Mexico.
• Open a bank account so employers and landlords can pay or charge you by transfer.
• Arrange health coverage, through an employer's IMSS registration, voluntary IMSS enrollment or private insurance.
• Enroll children in school; public schools are free and open to foreign children.

Keep copies of every immigration document and renew your card on time.
