Employers with work-start months repeated across full years
A month appears only when that employer-name/state combination had certified records starting in that month in both complete fiscal years. Employers must have at least four combined certified records. This is a historical pattern, not an announced future opening or a guaranteed recruitment date. The wage is the latest complete-year median lower hourly offer, where at least five comparable offers exist. Labor contractors and associations can represent multiple worksites.
